This is the supreme decision-making organ of the party and is composed of the following:

• All members of the National Executive Council;
• All members of The National Management Committee.
• All Party members of Senate and the National Assembly;
• All Party Governors;
• All Party Members of County Assembly;
• Twenty (20) Delegates from Party Branch consisting of:

The supreme organ of the Party meets once a year. There shall be two types of conferences; a National Delegates Conference and a Special National Delegates Conference.
