36 The party can give direct nominations to certain candidates on submissions to the National
Chairperson based on an objective criterion of promoting the core values of the party and on the
viability of the candidate to win.
37 The National Election Board may use Electronic voting
38 The National Elections Board may issue Nomination Certificates with Electronic Signatures and
May transmit Nomination certificates electronically to IEBC.
39 The National Elections Board shall prepare the KANU Principal Register of Voters which shall
comprise of- poll register in respect of every polling station; ward register in respect of every
ward; constituency register in respect of every constituency; county register in respect of every
county; and
40 The National Elections Board shall ensure that all electoral materials necessary for the conduct of
the nomination process under these rules shall reach the designated polling centers twelve
(12) hours before the commencement of the nomination process, unless unable to for reasons
or circumstances beyond their control. In the event that materials do not reach polling centers
within the stipulated period, the National Elections Board shall communicate the same and give
directions on the actions to be taken therefor.
41 Each Returning and Presiding Officer shall sign a certificate of receipt of materials received for
conduct of nominations within their jurisdiction.
42 The returning officers shall issue a certificate to the wining candidate in the nominations
43 Except for the Presiding Officer, other election officials, Administration and security Officers,
candidates and accredited agents, and or persons necessarily assisting blind and incapacitated
voters, persons who do not qualify as voters shall not be allowed to enter or to vote in that Centre
nor will such persons be eligible or permitted to remain within a radius of six (600) hundred
meters thereof.
44 Any candidate, who on nomination day either by himself, his agents or supporters engages,
permits or condones any acts of violence, whatsoever and howsoever may be disqualified. The
Presiding Officer shall record and report on such a behavior within the Polling Centre and the
decision made thereof.
45 The Presiding Officer shall admit to the Polling Centre at least one agent of each candidate but he
may refuse admission to a person claiming to be an agent for a candidate if that person does not
produce a letter of appointment as agent signed by the candidate, in the prescribed form.
46 The Presiding Officer may order the removal of a person or dispersal of
any gathering of persons which appears to him to be preventing free access to and from the
Polling Centre or to be intimidating or interfering with delegates, and any such orders shall be
sufficient for a Presiding Officer or any other person authorized to affect the necessary action.
