Our commitment to ending corruption and theft of public
AGENDA 3 money
In the next five years, we will:
Free Kenya from the cartel capture by undertaking a rigorous intelligence-led review of the hold
of cartels in crucial aspects of the economy and the public systems of budgeting, procurement,
and regulation.
Impose death sentence for suspects convicted of corruption and theft of public funds. No
presidential pardon and amnesty will be applicable in such cases. In addition to any custodial
punishment of those found guilty of economic crimes, including punitive fines with the
proceeds being used to assist vulnerable Kenyans with a rallying call, Ufisadi ni Kifo.
Ensure timely payment of government suppliers by enforcing legislation to ensure that
government suppliers are paid within 30 days of delivery of goods and services and stop the
delayed payments, which breed corruption.
Use audit reports from the Auditor General office as supplementary documents in fighting
corruption and initiating prosecution.
Introduce Incentives for whistleblowing by providing material incentives for any information
that leads to successful asset seizure and or prosecution for corruption-related crimes by
offering a 10% share of proceeds recovered from anti-corruption prosecutions or actions to the
whistleblower whose information is necessary to the success of the asset seizure or successful
prosecution.
Introduce price capping for all public procurement of goods and services to stop the rampant
theft through over-pricing that has been witnessed in public procurement systems.
Prohibit Public Officers from doing business with the government as policy. This will address
conflicts of interest by reducing Public Officer involvement in business with the government.
Digitize all Government services by making Kenya a 100% e-services nation and digitizing all
Government services, processes, payment systems, and record keeping and ensure they are
secured from criminal tampering.
Increase public confidence in the Judiciary by respecting, adequately fund and protecting the
independence of the Judiciary as a fundamental principle while allowing it to be accountable to
the people of Kenya.
Establish and adequately fund Independent Ethics & Anti-Corruption desks in all the 47 counties
to help in the fight against corruption.
