Infrastructure
AGENDA 1 Our Vision
The construction sector grew by 11.8 % compared to 5.6% in 2019, the accelerated growth was
attributed to the government's continued investments in road infrastructure and expanded
construction in the housing sub-sector (Economic Survey, 2021). Sustainable infrastructure has
overlapping benefits from physical, environmental, economic, and social perspectives. Our vision is
to cost-effectively propel Kenya as a continental example of an intuitive design supported by a
robust infrastructural framework for sustainable economic development.
Our Plan
We plan to develop and enforce infrastructure regulations and standards to ensure economically
viable systems that are forward-thinking, efficient and technologically informed, and climate-
resilient in their design, decommission operation, and construction for economic growth in all parts
of the country.
Our Commitment to Sustainable Infrastructure
In the next five years, we will:
Engage stakeholders to develop and implement green modes of transport, such as public
bicycle hiring schemes and walking and biking lanes. This will contribute to our environmental
conservation efforts.
In collaboration with County Governments, develop inter-county highways, overpasses,
expressway systems, install street lights in all urban centers to facilitate a 24-hour economy,
and establish modern bus termini in all the major towns to improve public movement by road.
Ensure resurrection and completion of all unrealized projects, focusing on effective cost
management on SGR, LAPSET/Ports, Dams, JKIA Greenfield terminus, Nairobi Light Rail, and
Inter-Highways infrastructure projects.
Streamline the Private-Public Partnership procurement process with a preference for Kenyan-
owned development partners.
In collaboration with County Governments, upgrade rural access roads through the Rural
Access Program to increase the Rural Access Index by 50% in 5 years. This will enable farmers to
access the market for their products quickly and cheaply.
Introduce dome coverage on national stadiums with a view of providing emergency housing
and disaster relief shelter while leveraging on its commercial potential in hosting events such as
concerts, sports matches, public meetings, etc.
Encourage County Governments to increase inner-city parking fees to encourage uptake of
public transport as a means of reducing the necessity of new road construction with additional
benefits of reduced pollution, congestion, and emergency responses to disasters.
Catalyze Private-Public Partnership projects through Pension Funds can attract over 300 billion
towards infrastructure programs.
