           AGENDA 1  We focus on Kenya's improved and productive land use for sustainable economic development. The

                discovery and exploitation of natural resources in different parts of our country have led to the
                expectation that the local communities where the resources are found would economically develop
                and that the benefits of such resource exploitation would trickle down to the communities. We
                commit to promoting and protecting local resource exploitation by encouraging local economies'
                development with a long-term goal of ensuring minimal adverse effects on the environment.

                Our Plan
                The share to the country’s Gross Domestic Product (GDP) by the environment and natural resources
                sector is 4.0 %, up from 3.7 % recorded in the previous period (Economic Survey, 2021). We believe
                that if properly harnessed, this wealth of land, minerals, and natural resources will contribute
                significantly to developing an industrial base diversifying the economy, and exports. We plan to
                facilitate the local ownership, control and finance activities connected with sustainable exploitation
                of minerals and natural resources at their local sources.
                Our Commitment to Sustainable Land use and Natural Resources



                Kenya has huge deposits of minerals in Taita, Kwale, Kakamega, Pokot ,Kajiado, Turkana and Kitui.
                In the next Five years, we will:
                    Provide a legislative framework through which the benefits relating to the exploration of natural
                    resources will cascade to the local communities where the resources are found and ensure the
                    supply bases are majority-owned by local persons and enterprises in what we call ‘Wenyeji
                    Kwanza’
                    Expedite the issuance of mining licenses to all eligible Kenyan enterprises interested in
                    investing in mining.
                    Facilitate the establishment of mineral processing industrial centers, and international mineral
                    finished goods auction and exhibition centers within the areas of the supply base to create local
                    job opportunities.
                    Construct exploration, extraction, and processing facilities within the areas of the supply base
                    to encourage the growth of the local economy, for example, an oil refinery in Turkana.
                    Facilitate expansionary fiscal policies and legislation to enable our young people and other
                    investors to engage in mining and sustainable exploration and management of natural
                    resources.
                    Continue digitizing all land registries to facilitate more accessible and cheaper land transactions
                    and promote faster acquisition of accessible public land for infrastructure development.
