According to the Organization for Economic Co-operation and Development (OECD), an average of 12 %
of GDP is invested in social protection, making it the highest area of public spending in African
countries. A range of lower and middle-income countries are now gradually investing a significant
proportion of national wealth in social protection (Kenya Social Protection Review, 2017). 4.5 million
people live in households enrolled in one of the leading social assistance programs, representing 9% of
Kenya and 12% of households (Kenya Social Protection Review, 2017).
