Our Commitment to strengthening devolution
AGENDA 1 In the next five years, we will:
Increase County's revenue share allocation to at least 35% of the audited accounts from the
current 15%. The people of Kenya are in the counties, wards, and villages; here, services are
needed most.
Adopt the Ward as the primary unit of accelerated development hence taking development to
the people’s doorsteps and creating job opportunities at the ward and village levels. This will
guarantee development beyond the county headquarters and ensure that there is the provision
of Economic and Social Rights in every ward of Kenya.
In consultation with County Government, establish Biashara Mashinani initiative that will
prioritize efforts by every County to support local groups to develop businesses through
partnerships and ensure that small and emerging businesses are easy to start and that they
find it easy to navigate regulations and bureaucracy to get their goods and services to market in
a timely way.
Strengthen devolution by implementing a structured system of conditional grants to enable
county governments to enhance their capacity to raise their revenues, drive investment to
national priority areas and strengthen their organizational capabilities.
Develop industrial clusters covering several counties, which will be based on dominant
economic activities in a group of counties, and that will create job opportunities for the majority
in the counties.
In cooperation with the County Governments, build a stronger framework for
intergovernmental cooperation by strengthening the Intergovernmental Technical Relations
Committee to resolve any challenges that emerge; for example, the double taxation and
regulation at National and County level.
Set 1.5 % of research and development funds to document lessons and best practices from the
counties to inform management, capacity building, budgeting and planning. This will
complement the County Hall of Fame enacted into law in 2014 to recognize excellence and
professionalism.
