Our Commitment to Quality and Affordable Healthcare
AGENDA 1 In the next five years, we will:
Establish the Universal Health Service Fund under Maisha Care program funded by the public
budget for curative health services and a minimal essential health insurance contribution by
citizens where all hospitals will provide medical services to patients and bill the Fund.
Expand the free maternity program to the mission and private hospitals and provide health
cover through Universal Health Service Fund under Maisha Care for all expectant mothers for at
least 24 months, covering the period before and after birth.
Invest in reproductive health programs that commit to voluntary family planning to achieve the
demographic transition and demographic dividends in Kenya.
Give high priority to chronic diseases and mental health of Kenyans and invest in research,
training, and development of solutions for chronic diseases like obesity, diabetes, and cancer.
In collaboration with the County Governments, establish and adequately equip at least one
specialized cancer hospital in every county to reduce the financial burden and other challenges
to patients seeking cancer treatment locally and abroad.
Aggressively pursue occupational health programs focusing on professional occupational
medicine and nursing, industrial hygiene, safety and accident prevention, psychology, sociology,
and mental health.
Establish a ‘National e-Health Authority to leverage telemedicine and mobile healthcare to
expand reach and coverage and define the standards and legal framework for technology-
driven care.
In collaboration with Kenya Medical Practitioners and Dentist Union (KMPDU) and other
healthcare stakeholders, honor all past and present Collective Bargain agreements (CBAs) to
improve the working terms of all health professionals.
Require public servants to seek medical services in public hospitals as their first option under
Skin in the game principle as a government policy in utilizing public facilities. If it is good for the
pubic, it is good for the public servant.
Devolve healthcare budgets fully to counties and require Ministry of Health to concentrate on
policy and training and set aside at least 0.5% of the national budget annually to train and
employ specialized doctors.
Collaborate with county government to establish, standardize and equip level 4 and 5 hospitals
in every ward; and one referral hospital in every county.
Explore bulk importation of affordable quality generic drugs, encourage investment in
manufacturing generic medicine locally, and offer various tax concessions that support the
growth of the pharmaceutical industry.
Promote health and medical tourism as a vibrant socio-economic sub-sector in Kenya.
