Our Commitment to quality, affordable and decent housing
AGENDA 3 In the next five years, we will:
Avail public land in every county within one year for affordable housing investment and general
settlement projects and enact strict measures to regulate land costs that will prevent housing
investors from exploitation by land sellers and cartels.
Develop adequate and sustainable infrastructure in rural and urban centers of every county to
attract investment for affordable housing. This will include clean water, electricity, good
transport, communication system, and sanitation services, especially in slum areas and urban
centers.
Establish and embark on a mass housing production and building restoration program under
the Nyumba Kwa Wote program in every county by partnering with local financial institutions,
private developers, manufacturers of building material and cooperatives to ensure quality,
affordable and decent housing for all focusing on urban, and rural human settlements.
Scale-up partnerships among the national government, county governments, and the private
sector to expand house construction skills and alternative technologies through a pool of
artisans, plumbers, masons, carpenters, electricians, roofers, and painters in an inter-industry
linkage program that will generate income and create employment opportunities.
Reinvest in the Kenya Slum Upgrade Program (KENSUP) by providing clean water and
sanitation, access roads, street lights, schools, health centers, and income-generating activities
to improve the lives of over 4 million people living and working in the informal settlements.
Develop a practical and comprehensive legislative, policy and administrative framework that
supports emergency housing for internally displaced persons, refugees, natural calamity victims
due to floods, earthquakes, landslides, evictions, etc.
