                Our Commitment to Protection of Special Interest Groups
           AGENDA 5  In the next five years, we will:


                    Attain demographic dividend and transition that guarantees economic growth while taking
                    advantage of the bulging youthful population as a powerful force in creating social, economic
                    development opportunities.
                    Ensure implementation of the constitutional provisions that entitle PWD to fair treatment,
                    access to educational institutions and public places compatible with their interest.
                    Enhance the National Social Protection System through government funding with special focus
                    on the Special Interest Groups under the social assistance transfers and contributory schemes.
                    Ensure that all state organs comply with the legislation to promote women, Persons With
                    Disabilities, Youth, Ethnic and other minorities, and marginalized communities as a
                    constitutional requirement.
                    Promote the expansion of internship, apprenticeship, and on-the-job training for youth to
                    address youth employment challenges.
                    Develop and launch measures to ensure ease of doing business for small Kenyan businesses
                    owned by Youths, Women, and PWD.
                    Establish a microfinance bank Special Bank of Kenya to lend money at lower rates and more
                    extended credit periods to Special Interest Groups engaging in business.
                    Establish a Youth Commission and Ministry that will advance youth participation in all spheres
                    of public and private life.
                    Minimize taxation of new and small businesses by giving Youth and Women a tax holiday to
                    support their entrepreneurship and create job opportunities for them.
                    In collaboration with the private sector, form a national, non-profit foundation chaired by the
                    President to offer mentorship, training, and support tools to the aspiring business owners aged
                    18-35. It will match the young entrepreneurs with a business development adviser and a
                    nationwide network of volunteer mentors.
                    Help Youth, Women, and PWD form businesses by opening an advice desk in every Huduma
                    Centre in the country manned by a business development expert.
                    Mainstream and coordinate prevention against drug and substance abuse by the youth,
                    prevention of radicalization and violent extremism initiatives in the ministries responsible for
                    health, education, Youth, Sports, culture, heritage, and other relevant governmental bodies.
