           AGENDA 1  Healthcare






                National Government expenditure on health services rose by 34.5% to

                Ksh 103.1 billion in 2019/20 while that of County Governments’ grew by
                16.0 % to Ksh 106.7 billion in the same period (Economic Survey, 2021).


              National Hospital Insurance Fund (NHIF) membership increased by 6.0% to 22.0 million in 2019/20.
              Consequently, NHIF members’ receipts grew by 5.7% to Ksh 59.5 billion in 2019/20. The benefits
              payout increased by 1.8 %to Ksh 54.4(Economic Survey, 2021). The number of health facilities
              increased from 13,700 in 2019 to 14,600 in 2020, and Hospital beds increased by 9.6% to 82,091 while
              hospital costs increased by 7.7 % to 8,946. There was a general increase in the number of registered
              health professionals per 100,000 patients for all cadres except medical laboratory technicians, whose
              number remained constant (Economic Survey, 2021).

              We recognize that the health of our population is our wealth. We envision a holistic care system that is
              universally accessible, affordable, and effective and drastically reduces the out-of-pocket spending on
              health for our people.


              Our Plan
              We plan to initiate radical reforms in the healthcare system regarding national healthcare delivery,
              medical education, training and financing, legislative and policy framework, and social protection
              programs that guarantee universal health care services to all as an economic and social right.
