ARTICLE 14: THE NATIONAL GOVERNING COUNCIL
14.1. The National Governing Council shall be responsible to the National Delegates
Conference and shall consist of:
(a) All members for the National Executive Council;
(b) All members of the National Management Committee
(c) The Chairperson and Secretary from each Branch Executive Committee;
(d) The Chairperson and Secretary from each Branch Women Congress;
(e) The Chairperson and Secretary from each Branch Youth Congress;
(f) Persons Living with disabilities (PLWD) representative from each branch
(g) Leader of the Parliamentary group and the Chief Whip
(h) Leader of the MCA Caucasus and the Chief Whip
14.2. The Governing Council shall perform the following functions:
(a) To receive and deliberate upon, the reports and recommendations of the National
Executive Council and to take decisions thereon accordingly;
(b) To carry out the decisions, policies and programmes of the Party as laid down by
the National Delegates Conference and/or Special National Delegates Conference;
(c) To ensure proper organization and discipline in all Organs below it including
Branches of the Party;
(d) To enforce this Constitution and other Rules of the Party and to take any other
action that it deems necessary for such purpose;
(e) To initiate and undertake all such activities as may advance or promote the
interests, aims and objectives of the Party;
(f) To ratify or reject anything it is required to ratify under this Constitution;
(g) To prescribe any regulations on any matter as mandated by this Constitution;
(h) To do anything required to be done by the Council under this Constitution.;
