14.3. Vacancy
(a) Any vacancy occurring in the National Governing Council during the course of the
year may be filled by:
(i) Nomination, by the National Governing Council in the case of National
Officials;
(ii) Nomination by Branches in the case of branch representatives.
(b) Persons elected or nominated in accordance with clause 3(a) of this Article shall fill
the said posts or vacancies for the unexpired term of the official being replaced.
14.4. Meetings
(a) The National Governing Council shall meet at least once in each half of a calendar
year.
(b) Emergency meetings of the National Governing Council shall be convened as deemed
necessary by the National Chairperson or the National Executive Council by written
request made by not less than one third by all branches of the party PROVIDED no
matter (save for a consequential matter) may be discussed other than the matter
specified in the notice convening the emergency meeting.
14.5. The National Governing Council shall have power to make regulations and rules for the
efficient management of the Party PROVIDED that such regulations and rules shall be
void to the extent in which they are inconsistent with this Constitution.
14.5 The National Governing Council Meetings may be held physically/in person or
Online/Virtually.
