(f) It may, with the sanction of the National Governing Council have power to
prescribe rules and regulations for the efficient management of the Party from
time to time;
(g) It shall exercise any other such powers and perform such other functions as are
“conferred upon it by this Constitution
15.3. The National Executive Council shall meet at least biannually; in the event of an
emergency, it shall assume full responsibility of the Party, and shall report to the National
Governing Council as circumstances may permit.
15.4. Quorum shall be at least 50% of the members

ARTICLE 16: POLICY ADVISORY COUNCIL
16.1. There shall be a Policy Advisory Council consisting of:
(i) Secretary for Administration of Justice and Legal Affairs;
(ii) Secretary for Public Policy, Economic Affairs and Devolution;
(iii)Secretary for Information, Communication and Media Relations;
(iv) Secretary for Environment Wildlife Conservation and Tourism;
(v) Secretary for Education, Research and Technology;
(vi) Secretary for Labour and Industrial Relations;
(vii) Secretary for Health
(viii) Secretary for International Affairs.
16.2. Members of the Policy Advisory Council shall be called Secretaries and shall be full
Members of the National Executive Council and the National Governing Council.
16.3. Members of the Policy Advisory Council shall be appointed by the National Chairperson
on the recommendation of the National Executive Council from among Party platinum
and Gold Members who are knowledgeable on matters concerning the dockets against
which they are proposed for appointment; which dockets shall reflect the social and
economic sectors of national development PROVIDED that not more than two-thirds of
the members shall be of the same gender.
