ARTICLE 18: THE NATIONAL SECRETARIAT
18.1. There is hereby established a National Secretariat which shall be headed by the
National Executive Director assisted by one or more Departmental Director(s). The
National Executive Council in consultation with the National Management Committee
shall determine the number and designation of the departments in the National
Secretariat.
18.2. The Secretariat shall, under the general direction of the National Executive Council,
run the day-to day function of the Party, co-ordinate and implement actions and
decisions of Organs of the Party and do anything connected therewith for the
achievement of all or any of the objectives of the Party, and shall;
(a) Under the general direction of the Secretary General and Organizing Secretary as
appropriate, draw agenda for the meetings of National Delegates Conferences,
National Governing Council and the National Executive Council and organize the
realization of those meetings;
(b) Serve the Branch, Sub-Branch, Ward and Polling Centre Committees or any other
field office in order to ensure the strengthening and popularization of the Party at
the grassroots level, and ensure that the reports from the field are attended to
promptly and the Branches are adequately guided;
(c) provide administrative and secretarial services to the National Delegates
Conference/National Governing Council and National Executive Council
and/or National Management Committee;
(d) co-ordination of the activities of all organs of the party;
(e) maintaining a national register of members;
(f) carrying out such other functions as may be assigned to it by the National
Executive Council through the National Management Committee;
(g) To do all things mandated to be done by the Secretariat under this Constitution.
18.3. The National Executive Director shall prepare a Working Manual for each Department
detailing, among other matters
(a) The head thereof;
(b) Sections into which the Department is divided and the heads thereof;
(c) Functions of the Department and those of the sections;
(d) Working procedures and discipline.
