ARTICLE 35: PROCEDURES AT PARTY MEETINGS

                   35.1. Without prejudice to any provisions hereinbefore, meetings of the various organs of the

                        Party shall be presided over as provided hereunder:

                       (a) The National Delegates Conference in accordance with this Constitution shall
                          be convened and chaired by:

                          (i)    The National Chairperson or;

                          (ii)   In the absence of the National Chairperson, by the first National Deputy
                                 Chairperson, or;

                          (iii)   In the absence of both the National Chairperson and the first National Deputy
                                 Chairperson, by the Second National Deputy Chairperson.


                       (b) The  National  Governing  Council  shall  be  convened  in  accordance  with  this
                          Constitution and chaired mutatis mutandis as a National Delegates Conference;

                       (c) The National Executive Council in accordance with this Constitution shall be convened
                          by the National Chairperson and chaired mutatis mutandis as a National Delegates
                          Conference.

                       (d) Sub-Committees of the National Executive Council shall be convened and presided
                          over by the Chairperson as appointed

                       (e) The KANU Parliamentary Group meetings shall be convened and presided over by the
                          National Chairperson.

                       (f)  The National Chairperson shall preside over the National Conference of MCAs
                          Congress and the Congress of Governors;

                       (g) Branch, Sub-Branch and Ward meetings shall be convened and presided over by the
                          Chairperson thereof.


                   35.2. The person presiding over any meeting of any organ or sub organ of the Party may at

                        his/her discretion limit the number of persons permitted to speak in favor of or against a
                        motion. and may exercise such discretions as is in the interest of the Party.


                   35.3. Resolutions,  unless otherwise stated in  this  Constitution, shall as far  as possible be

                        decided by consensus. PROVIDED where consensus is difficult to obtain, the following

                        procedure shall apply:
